The development of independent state institutions after the Reform era has become an important issue in Indonesia’s constitutional system. These institutions were established to strengthen democracy, public accountability, supervision, public services, corruption eradication, electoral governance, and the protection of citizens’ rights. However, their development has not always been followed by a clear and integrated institutional design. This condition has created several legal problems, such as unclear institutional status, overlapping authority, weak accountability mechanisms, and potential intervention from certain branches of power. This study aims to analyze the legal position of independent state institutions in Indonesia’s constitutional system, examine the institutional legal problems arising from their arrangement, and formulate an ideal model for their institutional design. This research uses normative legal research with a qualitative descriptive-analytical approach. The study finds that the arrangement of independent state institutions must be directed toward five main aspects: a clear legal basis, specific and non-overlapping mandates, proportional recruitment and supervision mechanisms, adequate budgetary independence, and an integrated checks and balances relationship involving parliament, the judiciary, and public participation. Therefore, the arrangement of independent state institutions should not weaken their independence, but should strengthen their effectiveness, accountability, and constitutional legitimacy.
